According to information from the Regulatory Authority for Energy (RAAEY), nine projects have been shortlisted from a total of 20 applications in the third battery storage tender, with a combined capacity of 200 MW. This is the final tender conducted by RAAEY that includes both operational and investment support, subsidized by the Recovery Fund. Recently, the Ministry of Environment and Energy (ΥΠΕΝ) issued a call for the installation of standalone battery systems totaling 3.5 GW, offering expedited licensing without investment or operational support.

Major Companies Left Out

Notably, major groups such as Metlen, TERNA Energy, and Motor Oil are absent from RAAEY’s final shortlist, which is expected to be finalized in the coming days to allow for appeals before the official list is published. The eight companies that have advanced include:

  • Helleniq Renewables, a subsidiary of Helleniq Energy, with two projects of 25 MW each in the municipality of Florina.
  • Enerkoplan Investment, led by Mr. Vasilis Zikos, with a 25 MW project in the municipality of Tripoli in the Peloponnese.
  • Iliothema Energeiaki, affiliated with EDF, with a 10 MW project in the municipality of Servia in Western Macedonia.
  • Ecosolar, with a 50 MW project in Kozani.
  • ARKADIA Storage, part of the Eunice group, with a 10 MW project in Tripoli.
  • AMBER Energy (Solek Holding) from the Czech Republic, with an 18 MW project in Kozani.
  • Ardassa Energy, based in Thessaloniki, with an 18 MW project in the municipality of Eordaia.
  • Plain Solar, associated with KTISTOR ATE, with a 7.9 MW project in Grevena and headquartered in Heraklion, Crete.

Auction Pricing and Trends

The total capacity being auctioned amounts to 190 MW. These units will receive an average operational support slightly above €48,000 per megawatt. The highest bid was submitted by Plain Solar at €58,700 per megawatt, while the lowest came from Ecosolar at €42,500 per megawatt. The average bid price was lower than that of the first competitive process, which stood at €49,748 per megawatt, but higher than last year’s second tender, which averaged €47,680 per megawatt annually.

Simultaneously, the Ministry of Environment and Energy is significantly increasing the capacity to be auctioned, raising the bar to 3,550 MW, thereby attracting strong investment interest from market players. The criterion for selecting storage stations is the rapid electrification timeline, and unlike previous tenders, these projects will proceed without support.

Capacity Breakdown:

According to the announcement signed by Minister Theodoros Skylakakis and Deputy Minister Alexandra Sdoukou, 2,650 MW will be allocated by ADMIE (Independent Power Transmission Operator) and 900 MW by DEDDIE (Hellenic Electricity Distribution Network Operator). Of the 2,650 MW from ADMIE, 600 MW are designated for standalone battery projects that must have eight-year Power Purchase Agreements (PPAs) with energy-intensive industrial consumers (500 MW) or with businesses (100 MW). The maximum injection capacity of these projects should be greater than 10 MW and should not exceed the company’s or energy-intensive industry’s maximum annual consumption. Additionally, 250 MW will be installed in the core of the Lignite Phase-Out Zone, and 1,800 MW pertain to stations eligible for inclusion in the previous categories.

Regarding projects to be licensed by DEDDIE, 400 MW will consist of standalone projects with a maximum injection capacity greater than or equal to 5 MW, 200 MW for stations with a maximum injection capacity of each project ranging from 1 MW to 5 MW, an additional 200 MW for projects with a maximum injection capacity of less than 1 MW, and projects totaling 100 MW for holders with eight-year PPA contracts with businesses, with a maximum injection capacity of each project greater than or equal to 1 MW.
